What does it mean to be a Celt?

My primary ancestral roots are Scottish and Welsh with some Native American and German thrown in.

I discovered Celtic music on Thistle & Shamrock and now have an extensive CD collection. If you love bagpipe music does that reflect Celtic roots? Supposedly, the English hate it.
